Yes, selling and transporting drugs is prohibited. This is stated in articles 2 and 3 under B of the Opium Act. According to these articles, it is prohibited to sell hard drugs (article 2) or soft drugs (article 3):
"to cultivate, prepare, process, sell, deliver, provide or transport."

Trafficking in drugs - both soft and hard drugs - is prohibited and, in principle, subject to prosecution.
There is one important exception to this: the sale of soft drugs through a coffee shop is not always prosecuted. This is called "tolerance. More information can be found here.

The courts use different sentencing guideline points for drug trafficking. For growing, preparing, processing, handling, selling, delivering, dispensing, transporting and manufacturing hard drugs - other than in an organized context - the courts use the following guideline points:
0-10 grams: 30 hours of community service unconditional
10-50 grams: 100 hours of community service unconditionally
50-100 grams: 200 hours of community service unconditionally
100-150 grams: 6 weeks' imprisonment unconditionally
150-200 grams: 2 months' imprisonment unconditionally
200-500 grams: 3 months imprisonment (standard) or in organization 4 months imprisonment
500-1000 grams: 4 months imprisonment (standard) or in organization 5 months imprisonment
1,000-1,500 grams: 6 months' imprisonment (standard) or in organization 8 months' imprisonment
1,500-2,000 grams: 8 months' imprisonment (standard) or in organization 10 months' imprisonment
2,000-3,000 grams: 12 months' imprisonment (standard) or in organization 16 months' imprisonment
3,000-4,000 grams: 16 months imprisonment (standard) or in organization 22 months imprisonment
4,000-5,000 grams: 20 months imprisonment (standard) or in organization 28 months imprisonment
5,000-6,000 grams: 24 months' imprisonment (standard) or in organization 34 months' imprisonment
6,000-7,000 grams: 28 months imprisonment (standard) or in organization 40 months imprisonment
7,000-8,000 grams: 32 months imprisonment (standard) or in organization 42 months imprisonment
8,000-9,000 grams: 34 months' imprisonment (standard) or in organization 45 months' imprisonment
9,000-10,000 grams: 36 months' imprisonment (standard) or in organization 48 months' imprisonment
10,000-20,000 grams: 40 months imprisonment (standard) or in organization 50 months imprisonment
> 20,000 grams: > 50 months imprisonment (standard) or in organization > 75 months imprisonment
For dealing user quantities of hard drugs from a premises and/or on the street, the court uses the following landmarks:
for less than one month with any regularity: 3 months' imprisonment
for more than one month, but less than 3 months, with any regularity: 6 months' imprisonment
for more than three months, but less than six months, with any regularity: 8 months' imprisonment
for 6 to 12 months with any regularity: 12 months' imprisonment
The above are only basic principles. In each individual case, the judge must decide what punishment is appropriate and necessary if he reaches a conviction. The judge may deviate from the guiding principles in doing so. A specialized lawyer can help you with this.
